Another massive ledger, with 365 numbered pages. Although at first sight it seems a successor to C-6-2.3*, it contains only Verwilligungen, i.e. the approved budget for each year, plus commentaries. There is a summary index on the last page. This looks like a very important document, noting, as it often does, reasons for assigning particular sums to particular purposes, and containing memos about future policy, also in relation to specific situations. Beautiful professional handwriting on excellent paper. An important German term comes up constantly in C-6-2 - Nachverwilligung - specific pieces of expenditure approved ad hoc after (nach...) the budget had been fixed in a particular year. These had to pass up and down the decision-making hierarchy, and were often, formally at least, decided by the elevated body which had the powers to decide the whole budget.
